Windows Management Experts (WME) is looking for a motivated & experienced GIS Programmer Analyst Role for one of our valued clients. Our client needs a candidate for their office of Innovation & Technology for a 6-month long project (there is a fair chance of extension in the duration of the assignment, beyond this duration.)
As a part of a GIS-related Program Review project, you will work with the relevant departments to implement a GIS framework for evaluating and prioritizing user requests. The project will identify existing and new data sources, develop process solutions through a review of requirements, and implement a system that organizes requests for future projects utilizing criteria that fit the context.
The GIS Programmer Analyst will work with the GIS Project Manager and the relevant department to ensure appropriate data inputs, analysis approach and outputs, and system security. That said, they will prepare the final administrator & user documentation.

Required Skills/Qualifications/Education:
- A College/University Degree in computer science, geography, surveying, engineering, or a related field.
- Experience with ArcGIS, ArcGIS Online, and Web-based mappings, such as Web App Builder and ArcGIS Instant Apps.
- Experience with GIS data analysis.
- Experience in GIS application development.
- Experience with ESRI Portal and ArcGIS Server.
- Experience with building ETL Processes and using Model Builder.
- Experience preparing system documentation.
- Proficiency with database programming languages such as SQL, R, or Python.
- Experience with mapping tools such as QGIS and Carto.
- Expertise with GPS measuring tools.
- Outstanding quantitative skill set.
- Attention to detail and good problem-solving skills.

Highly Desired/Preferred:
- Experience with City of Philadelphia GIS resources

Responsibilities of the Desired GIS Programmer Analyst:
- Improves the request process through objective data-informed decision-making.
- Systematically prioritizes locations for the GIS-related goal activity based on the industry needs and equity criteria.
- Improves the workflow and boosts the efficiency of the relevant department staff in evaluating requests.
- Performs data munging and cleaning to convert data into its desired form.
- Works with the GIS Project Manager and the organizational staff to assist in creating a system design document. This document will serve as a guide to developing a secure web-based GIS system for evaluating and prioritizing GIS requests.
- Analyzes spatial data using mapping software and discovers patterns and trends.
- Designs digital maps with geographic data and other data sources and creates shapefiles to merge topographical data with external data by layering external data over a topographical map.
- Follows an agile development framework and may consider additional data elements and datasets identified during the development process.
- Produces reports on geographic data utilizing data visualizations.
- Supports the GIS Project Manager kickoff, bi-weekly, and closeout meetings.
- Communicates with the GIS Project Manager, the client staff, and consultants.
- Develops and deploys a web-based GIS system using an agile framework.
- Prepares final administrative and user documentation.
