Windows Management Experts (WME) is looking for a motivated & experienced GIS Project Manager Role for one of our valued clients. Our client needs a candidate for their office of Innovation & Technology for a 4-month long project (there is a fair chance of extension in the duration of the assignment, beyond this duration.)
The selected candidate will assist our client in project management and coordination across the various departments and stakeholders involved in the work order. They will oversee and organize the work of the contracted GIS Analysts/Developers and the GIS staff to ensure the successful development and deployment of a secure web-based GIS request evaluation and prioritization system.
Under your supervision, the team will identify existing and new data sources, develop process solutions through a review of requirements, and implement a system that organizes requests for future projects utilizing the criteria that fit the context. In collaboration with the relevant departments, you will ensure that the GIS Programmer Analyst ensures appropriate data inputs, analysis approach, and outputs, and implements system security. That said, you will oversee the final administrator & user documentation.

Required Skills/Qualifications/Education:
- A College/University Degree in computer science, geography, surveying, engineering, or a related field.
- Experience with ArcGIS, ArcGIS Online, and Web-based mappings, such as Web App Builder and ArcGIS Instant Apps.
- Project planning, scheduling, and meeting facilitation in an agile framework.
- GIS mapping system design and implementation
- Task assignment, management, and tracking.
- Experience managing GIS analysts and developers
- Experience managing a diverse set of GIS-related activities like data analysis & application development.
- Exposure to ESRI Portal and ArcGIS Server.
- Exposure to building ETL Processes and using Model Builder.
- Experience preparing system documentation.
- Experience with mapping tools such as QGIS and Carto and GPS measuring tools.
- Outstanding quantitative skill set.
- Attention to detail and good problem-solving skills.

Responsibilities of the Desired GIS Project Manager:
- Holding kick-off, bi-weekly, and closeout meetings with the staff to discuss key decisions and track the project process. The first coordination call will serve as the project kickoff meeting.
- Development and maintenance of project schedule, task list, and a bi-weekly update to the team.
- Preparation of agendas for meetings.
- Communication with project partners to ensure the project is progressing on schedule.
- Monthly invoicing with progress reports.
- Production of a system design document and oversight to produce administrative and user documentation.
- Coordination with the consultant team to develop the new Request Evaluating & Prioritizing Process.
- Improves the request process through objective, data-informed decision-making.
- Improves the workflow and boosts the efficiency of the relevant department staff in evaluating requests.
- Works with the developers, analysts, and organizational staff to assist in creating a system design document. This document will serve as a guide to developing a secure web-based GIS system for evaluating and prioritizing GIS requests.
- Understands and gives input on the reports on geographic data utilizing data visualizations.
- Supports the GIS Project Manager kickoff, bi-weekly, and closeout meetings.
